A Primer on Documentation of The Five Nations
House Sivis
One of the thirteen dragonmarked Houses bearing the twelve dragonmarks; the bearers of the Mark of Scribing. The gnomes of House Sivis have
unfailingly conducted themselves in accordance with the rules set upon the Houses in a bygone era. With a strong reputation as an impartial force in
the sea of political intrigues flowing across the Five Nations, House Sivis is responsible for magical communications between kings, as well as
mediation, translation, advocation, and notary services. There are two guilds under House Sivis that conduct the bulk of the House’s external
business: The Speakers Guild and the Notaries Guild.
Notaries Guild
The Notaries Guild handles most standard services related to written documents, including legal documentation, transcription, accounting, lingual
translation, cartography, and book binding. There are also special services that cater to a relative minority of customers, including the scribing of
magic scrolls and the cryptography (as well as decryption) of records and communications. Adventurers are a common sight at Notaries Guild
offices, since travel passes must be notarized by the guild, usually in the form of an authorized stamp using a magically enchanted ink.
Travel Pass (Fee: 2 Silver Pieces)
When traveling through publicly maintained routes, entering state-owned buildings, hiring officially licensed guides, or procuring seats on licensed
vehicles of transportation, a traveler must present a travel pass document that confirms identity and permission. The document includes
information about the traveler’s origin, identity, and permissions of travel (some locations and modes of transportation require special permission
from state institutions). To obtain a travel pass, one must also present a writ of citizenship, though a letter of marque or writ of authority may be
used as a substitute if the situation applies.
Letter of Marque (Fee: Variable by Request Type)
When requesting a restricted service or conducting a restricted activity, a letter of marque signed by an authorized official must be presented as
requested by interested parties involved in regulating said services and activities. Legally selling treasures recovered from the Xen’drik ruins will
require a Letter of Marque authorized by the local king or queen, which might be purchased through the Notaries Guild for as much as 500 gp.
Writ of Authority (Fee covered by State)
A document establishing the identity and position of office for an individual within the bureaucracies of The Five Nations. This type of document
is frequently used by the law enforcement and military organizations of the Five Nations to confirm appointments of position.
Writ of Citizenship (Fee: 2 Gold pieces, +3 Gold Pieces for a Portrait)
A document that establishes identity and status of citizenship for a registered citizen. This document is needed when applying for legal employment
at a licensed business. One can apply for or replace a writ of citizenship at any Notaries Guild office. Nobles will have symbols of heraldry printed
upon their citizenship documents to denote their ranks of nobility. A version of the document that includes a portrait of the document’s holder may
be provided for an additional fee. Citizenship portraits act as an additional protection against forgery because each portrait is magically recorded
when first completed, and added to the Notaries Guild’s extensive filing system.
Replacing a portrait-enhanced writ of citizenship costs only 1 additional gold piece instead of 3 because the portrait record is used to magically
duplicate the original portrait. Updating one’s portrait record will cost the price of a first time portrait.
